"text-align: left;margin-left: 75px;margin-right: 35px; line-height: 28pt;text-indent:initial;align=" left"=""> "font-family: 仿宋; font-size: 14pt">1.因目前全省推广政府采购电子招投标业务，投标人需自行办理政府采购CA数字证书并学习电子投标文件制作教程，系统操作问题请咨询技术支持电话（4001009691），CA 办理问题请咨询CA认证机构。CA办理成功的投标人须在网上进行投标报名，如未报名将不允许参与本项目投标，报名成功后用CA操作网上电子投标等相关事宜（包括在电子投标环节填写报价、上传文件等），操作教学详见（辽宁政府采购网：http://www.ccgp-liaoning.gov.cn/portalindex.do?method=getPubInfoViewOpen&infoId=31adcfa21750bd6d482-5dfd），如未按视频教学操作将导致废标。
2、投标文件递交方式采用线上递交。参与本项目的投标人须自行办理CA锁，如因投标人自身原因导致未在规定时间内在辽宁政府采购网递交电子投标文件或电子投标文件无法解密的均按照未递交投标文件处理，具体操作流程详见辽宁政府采购网相关通知。
3、本项目采用不见面网络开标，投标人须在本单位使用可解密的电脑在线解密，开标前15分钟内供应需登录辽宁政府采购网并成功进入账号，开标时间2022年12月5日10点00分到达后自行解密投标文件，电子解密时间控制在0.5小时内（如遇系统故障除外），因CA证书问题导致无法解密或未在规定时间内解密的，由投标人自行承担相关责任，招标人及代理机构可按无效标处理。
4、网上报名联系人务必写清联系方式，姓名和手机号码（用于开标现场咨询），如已线上递交电子投标文件投标人开标时间时限内未解密，且代理机构根据网上报名联系人所留联系方式未成功联系到投标人，则视为自动放弃投标。
5、投标人自行决定是否递交备份投标文件，如需递交则须在开标前一个工作日内与代理机构联系并在开标时间前送达大连市公共行政服务中心南门停车场，并在投标文件投标函中承诺备份文件与电子评审系统中上传的投标文件内容、格式一致，以备系统突发故障使用。
