3.投标人资格要求`

3.1 投标人应具备的资格或业绩：投标人或其代理的制造商近3年（2023年1月1日起，以合同签订时间为准）具有类似供货业绩（类似供货业绩：单项合同铝合金MIG焊机数量≥10台的供货业绩）至少1项。（业绩均须附合同必要部分的复印件，包括项目名称、合同单位、签定日期、主要内容等，如合同无法体现业绩要求的，需提供技术协议等证明材料；如未提供业绩证明材料，评标委员会有权拒绝认可该业绩，并有可能导致投标被否决）。

3.2 是否接受联合体投标：否。

3.3 投标人应为招标设备的制造商或代理商，代理商投标的，应提供有效的授权，同一制造商对同一品牌只能委托一家投标人参与投标（作为集成产品中的一部分除外）。

3.4 本次招标接受代理商投标。

3.5 投标人未被列入江南造船（集团）有限责任公司失信名单。（详见格式）

3.6 投标人需提供无违法记录承诺函。（详见格式）

3.7 未在中招工业发展（北京）有限公司登记并领购招标文件的潜在投标人不得参加投标。

4.招标文件的领购

4.1、招标文件发售期：2026年1月18日17:00:00至2026年1月23日23:59:59，（北京时间，下同）；

4.2、凡有意参加投标者，请按如下步骤操作：

（1）前往“中国船舶电子招标投标平台”进行免费注册（网址https://www.csscbidding.com）。注册成功后，在“公告信息”功能中通过“标段包名称”或“标段（包）编号”检索到要参与的项目，“中国船舶电子招标投标平台”联系电话010-89172128-4。

（2）下载费：500元/份，向“中国船舶电子招标投标平台”支付。投标人将下载费以银行电汇形式汇入系统生成的下载费虚拟子账号中（请勿与标书费合并汇款），因投标人操作失误将下载费支付错误的概不退还。中国船舶电子招标投标平台运营方向投标人开具下载费的电子发票，投标人自行从平台下载。
