normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >3.本项目的特定资格要求：3.1本次招标对投标人的资格要求如下： 资质条件：投标人须具备建设行政主管部门核发的建筑工程施工总承包叁级及其以上资质及有效的安全生产许可证，并在人员、设备、资金等方面具有相应的施工能力。财务要求：无。信誉要求：参加投标时必须为未被列入全国企业信用信息公示系统中列入严重违法失信企业名单，未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、企业经营异常名录、重大税收违法案件当事人名单、未被列入中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信名单未被列入河北省建筑市场主体严重失信名单（“黑名单”企业）。项目经理的资格要求：投标人拟派项目经理须具备建设行政主管部门核发的建筑工程专业贰级及其以上注册建造师证书，并具备有效的安全生产考核合格证书，且未担任其他在施项目的项目经理。 3.2本次招标不接受联合体投标。
