为了深入贯彻党的十九大关于实施乡村振兴战略的重大决策部署和习近平总书记对成都市乡村振兴作出的“走在前列、起好示范”重要指示，全面落实省委、市委关于实施乡村振兴战略和撤乡并镇“后半篇”文章的决策部署，探索经济区和行政区适度分离的规划编制机制，依托特色镇、林盘体系，构建公园城市乡村新形态，践行城乡融合发展的新理念，推动公园城市乡村表达，由成都市规划和自然资源局、成都市农业农村局作为主办单位，北京科技园拍卖招标有限公司、成都市规划设计研究院、成都商报营销策划有限公司、成都东联文化传播有限公司作为承办单位，现举办“第二届成都市特色镇建设和川西林盘保护修复规划设计方案全球征集（公众组）”活动，面向全球公开征集一批优秀的川西林盘规划设计方案，拓宽国际视野，汇聚全球智慧，为打造功能复合、特色鲜明、魅力独具的川西林盘提供蓝图样本，为助推成都市建设全面体现新发展理念城市和美丽宜居公园城市贡献力量。

(as the organizers) organize the Second Global Solicitation of Planning and Design Proposals for the Construction of Chengdu’s Featured Towns and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Public Group) and publicly solicit a series of excellent Design Proposals worldwide for West Sichuan Linpan rural residence complexes to broaden international vision, combine global wisdom, provide blueprint samples for creating West Sichuan Linpan rural residence complexes with composite functions, distinctive characteristics and unique charm, and contribute to build Chengdu into a beautiful and livable park city that fully reflects the new development concept.

(1) 谢家大院林盘：项目位于金堂县福兴镇三合碑社区4组，本次项目设计范围约48亩，区域内共18户50人。

(1) Xie Family Courtyard Linpan Rural Residence Complex: The project is located in Group 4, Sanhebei Community, Fuxing Town, Jintang County. The design scope of the project is approximately 48 mu, covering 18 households and 50 people in the area.

(2) 东麓花溪林盘：项目位于简阳市射洪坝街道新合社区，本次项目设计范围约237亩，区域内共60户180人。

(2) Dongluhuaxi Linpan Rural Residence Complex: The project is located in Xinhe Community, Shehongba Sub-district, Jianyang City. The design scope of this project is approximately 237mu, covering 60 households and 180 people in the area.

(3) 丑美林盘：项目位于蒲江县西来镇铁牛村1组，本次项目设计范围约146亩，区域内共7户25人。

(3) Choumei Linpan Rural Residence Complex: The project is located in Group 1, Tieniu Village, Xilai Town, Pujiang County. The design scope of this project is approximately 146mu, covering 7 households and 25 people in the area.

说明：1公顷=15亩。

传承地域文化、提升产业结构、优化农村人居环境。重点通过对原有林盘产业功能的提升和新产业的植入、生态环境的修复、地方特色建筑的保护修复及创新，构建“本土化、现代化、特色化”特征的“天府新林盘”。

6. Eligibility and Qualifications of Participants

6.1具有独立承担民事责任能力的法人、社会团体、自然人。

6.1 Legal entities, social groups and natural persons with the ability to independently assume civil liability.

6.2联合应征

6.2 Consortium as a participant

法人、社会团体、自然人可自愿组成联合应征设计团队（以下简称“联合设计团队”）参加征集活动。

Legal entities, social groups and natural persons may voluntarily form design teams for a joint participation (hereinafter referred to as “joint design teams”) to participate in the solicitation.

6.2.1联合设计团队的各成员应签署一份共同参加征集活动的联合应征声明。

6.2.1 Partners of joint design teams shall sign a joint participation statement to participate in the solicitation.

6.2.2针对同一个林盘，组成联合设计团队的各成员不得再以自己的名义单独参与，也不得同时加入其它设计团队参与该林盘的征集设计。

6.2.2 For the same Linpan rural residence complex, any member of a joint design team shall neither individually participate in the solicitation in its own name, nor concurrently participate in the solicitation for the Linpan rural residence complex as a member of another design team.

6.3 主办单位同时在开展第二届成都市特色镇建设和川西林盘保护修复规划设计方案全球征集（专业组）活动，获得了征集项目专业组应征人资格的规划设计机构不得再以其机构的名义参加本“第二届成都市特色镇建设和川西林盘保护修复规划设计方案全球征集活动（公众组）”征集活动，其规划设计机构中参与专业组设计的团队人员也不得再参加公众组征集活动，但规划设计机构中未参与专业组设计的人员以个人名义或个人间组成联合团队参加征集的不受此限。

6.3 The Sponsors are also carrying out the Second Global Solicitation of Planning and Design Proposals for the Construction of Chengdu’s Featured Towns and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Professional Group). The planning and design institutions that have obtained the qualification of Participants for the professional group of the project under solicitation shall no longer participate in the Second Global Solicitation of Planning and Design Proposals for the Construction of Chengdu’s Featured Towns and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Public Group) in the name of their institutions, and the team members of the institutions participating in the professional group design shall not participate in the public group solicitation, but persons of the planning and design institutions who haven't participated in the professional group design shall not be subject to this restriction when they participate in the solicitation in their own name or via forming a joint team individually.

有意向参加本征集活动者，请登录北京科技园拍卖招标有限公司网站下载《第二届成都市特色镇建设和川西林盘保护修复规划设计方案全球征集（公众组）征集文件》（以下简称“征集文件”）。应征人可就一个林盘项目或多个林盘项目提交应征设计方案，决定参与征集活动的应征人请填写应征意向表，发送至征集指定邮箱或递交至北京科技园拍卖招标有限公司，以获取技术资料下载密码。

Those who intend to participate in this solicitation, please log in to the website of Beijing Science Park Auction & Tender Co., Ltd. to download the Solicitation documents for the Second Global Solicitation of Planning and Design Proposals for the Construction of Chengdu’s Featured Towns and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Public Group) (hereinafter referred to as "the solicitation documents"). Participants can submit Design Proposals for one or more Linpan rural residence complexes. If you decide to participate in the solicitation, please fill in the solicitation intention form and send it to the designated email address or submit it to the Beijing Science Park Auction & Tender Co., Ltd. to obtain the download code of thetechnicalmaterials.

8. 征集文件的澄清

8. Clarifications to the Solicitation documents

任何要求对征集文件进行澄清的应征人，请以电子邮件方式将要求澄清的问题发送至本次征集指定的电子邮箱，并通知承办单位以确认其是否收悉。主办单位将酌情以书面形式予以答复，上述答复将不标明提问的来源，并将答复的内容以征集文件澄清、补充、修改文件的形式在北京科技园拍卖招标有限公司网站公布，请应征人随时关注该网站了解项目最新信息。主办单位发出的征集文件的澄清、补充、修改文件与原征集文件具有同等效力，如与原征集文件的内容不一致时，以日期在后者为准。

Any participant who seeks clarification of the solicitation documents, please email the questions to be clarified to the e-mail address designated for this solicitation, and notify the Organizer to confirm whether they have been received. The Sponsors will reply in writing as appropriate. 应征文件应以现场递交或邮寄送达的方式在规定时间内递交，主办单位不接受上述方式以外的其他递交方式，逾期送达的应征文件，主办单位将不予接收。应征文件在邮寄途中的损坏和丢失，均由应征人自行承担后果，对此主办单位不承担任何责任。

The Responsive documents shall be submitted on-site or by post service within the deadline. The Sponsors will not accept submission methods other than those mentioned above. The Responsive documents delivered after the deadline will not be accepted by the Sponsors. Any damage or loss of Responsive documents during mailing shall be borne by the participants, and the Sponsors shall not bear any liability thereof.

9.3应征文件密封及标识

9.3 Sealing and identification of Responsive documents

应征人可将1个林盘项目的应征文件单独密封包装，也可将多个林盘项目的应征文件一起密封包装。应征人提交的应征文件最外层包装物（如邮寄件的外包装）上须清晰注明“第二届成都市特色镇建设和川西林盘保护修复规划设计方案全球征集（公众组）”字样，并须清晰填写应征人的姓名（名称）、地址、联系方式等信息。

Participants may seal and pack the Responsive documents of one Linpan rural residence complex separately, or seal and package those of more Linpan rural residence complexes together. For the Responsive documents submitted by participants, their outermost package (such as the mail’s outer package) shall be clearly marked with the words "Second Global Solicitation of Planning and Design Proposals for the Construction of Chengdu’s Featured Towns and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Public Group)," and the participant's name, address, contact information among others.

10.1奖项

10.1 Awards

本次征集设如下奖项：每个林盘项目设一等奖1名，奖金20万元人民币（含税），设二等奖2名，奖金4万元人民币（含税），设三等奖3名，奖金2万元人民币（含税）。

The following awards are prepared for this solicitation: a first prize for each Linpan Rural Residence complex, with an amount of 200,000 yuan (including tax); two second prizes for each Linpan Rural Residence complex, with an amount of 40,000 yuan (including tax); three THIRD prizes for each Linpan Rural Residence complex, with an amount of 20,000 yuan (including tax).

主办单位将设置参与奖（“美林奖”）（没有奖金），应征人提交的应征设计方案通过了“应征设计方案初步核查”，可以获得此奖，主办单位将颁发获奖证书以兹鼓励。

The Sponsors will set up PARTICIPATION AWARDs (BEAUTIFUL LINPAN AWARDs) (no bonus). The Design Proposals submitted by the Participants have passed the "Preliminary review of Design Proposals" and can be awarded. The Sponsors will issue a certificate for encouragement.

通过应征设计方案初步核查的条件：应征设计文件的形式和数量符合征集文件的要求；应征设计文册副本、电子文件中没有出现应征人的名称和其他可识别应征人身份的字符和徽标（包括文字、符号、标识、标志、知名设计师的姓名或照片）及其他信息；应征设计方案符合征集文件中提出的设计要求，设计内容和设计深度基本符合征集文件的规定。

Conditions for passing the Preliminary review of Design Proposals: the form and quantity of the Design Proposals meet the requirements of the solicitation documents; there is no name of a participant and other symbols or emblems (including text, symbols, logo, markers, name or photo of reputable designers) and other information that can help identify the participant show on copies of design book and/or electronic files; the Design Proposal meets the design requirements in the solicitation documents, and the content and depth of the design meet the requirements of the solicitation documents.

10.2奖金的发放与领取

奖项、获奖人、支付方式等将在征集结果公告中明示。

Awards, winners, payment methods among others will be mentioned in the announcement of the solicitation results.

10.2.1 奖金的支付

应征人的奖金以人民币支付。

Prize money for participants will be paid in RMB.

10.2.2获奖者如为中国境内法人（包括设计公司、社会团体），须开具增值税专用发票领取奖金；获奖者如为中国境外法人，在中国境内没有常设机构，也没有可以接受人民币的中国境内账户，可委托中国境内的收款人全权处理收付款事宜，并为其代缴各种中国境内税费。

10.2.2 If the winner is a legal entity within China (including design firms and social groups), a special VAT invoice shall be issued to receive the prize; if the winner is an overseas legal entity that has neither a permanent institution nor an account within China to accept RMB, a domestic payee within China may be authorized to handle payment matters in full powers and may be entrusted to withhold/pay various taxes within China.

10.2.3 获奖者如为个人，须提供本人有效身份证件及收款账户信息，主办单位代扣个人所得税后发放剩余奖金金额。

10.2.3 If the winner is an individual, he/she shall provide his/her valid ID card and beneficiary bank account information, and the Sponsors shall grant the remaining prize amount after withholding the personal income tax.

10.2.4 主办单位不承担由于奖金所产生的任何税费。

10.2.4 The Sponsors do not bear any taxes arising from the payment of such prize money.

10.2.5奖金发放/领取的时间期满，因获奖者原因而导致奖金未能在规定的期限内支付或领取，则获奖者将被视为自动放弃获取奖金的权利。

10.2.5 When the prize award and reception are over, and if the prize money is not paid or received within the specified deadline time limit due to some mentioned by the winner, he will be deemed to have forfeited the right to the prize money.

(1) 应征文件递交的时效性，即应征文件是否在规定的递交截止时间之前递交；

14.1本次征集活动，包括该征集活动本身及征集活动的相关文件均适用中华人民共和国的法律和法规。因本次征集活动而产生的任何争议均提交主办单位所在地区的有管辖权的人民法院处理。

14.1 The solicitation activity, including the solicitation per se and any documents relating thereto, shall be governed by the laws and regulations of the People’s Republic of China. Any dispute arising from this solicitation shall be submitted to the competent people's court in the area where the Sponsors are based.

14.2本次征集活动本身及相关文件的最终解释权归主办单位。

14.2 The final right of interpretation of the solicitation and related documents is held by the Sponsors.

14.3凡参加本次第二届成都市特色镇建设和川西林盘保护修复规划设计方案全球征集（公众组）的应征人均被视为同意并接受本次征集的相关规定和要求。
